My main concern about the solutions to solve this forever: cultural
differences, which make the whole thing much more complex.

Once upon a time, I had the "luck" to spend quite a bit of my time in a
couple of muslim countries, living side-by-side with the locals in the
deserts.  These people have different priorities in life than the western
world.  For one thing, father/son relationship is one of the highest values
there, almost equaling the importance of Koran.  Applying military to "root
out terrorism forever" will probably worsen the situation in the long run as
sons will see their single holy purpose in life in revenge for their
fathers.  So *all the sons should be eliminated together with their fathers*
to avoid this.  But is this something NATO is prepared to undertake?

However, I agree that trying to solve terrorism through diplomatic means is
about as likely to happen as eliminating computer viruses through diplomatic
means: terrorists and virus programmers receive self-gratification through
their efforts; they become heroes in their communities, and this is one of
their highest goals.
