The Win2000 SP2 documentation didn't mention anything about including this
ATA100 fix in it. They mention that the fix is not recommended unless you
really need it and are vague about when it will be included in a service
pack.

I checked performance with SP1, SP2 and SP1 with the hotfix. All identical
results. It is certainly well worth trying for anyone wanting more
performance based upon the success of one person anyways..

I am sure the hotfix predates SP2 because that is the message that the
hotfix install routine came back with when it halted itself and aborted the
installation(SP2 installed).
