No, the actual time to update a workspace depends on a number of
factors; how fast your computer is, how many charts you have open in the
workspace, the number of data bars in each chart, and so on.

If you have a workspace with 30 charts in it, where the charts are
created from ASCII or MetaStock format data files, and you wanted to
know you long it would take to update that workspace, you could just
open it as you normally would in TradeStation. This is basically all
OmegaUpdater is doing - closing and re-opening the workspaces to force
TS4 to re-load its data files.

The number of symbols which can be tracked in real-time, the number of
workspaces and charts you can keep refreshed, and the frequency of
refreshing the charts will vary from user to user depending on their
hardware and also the speed of their internet connection. As a rough
guide, if you had a 200 Mhz Pentium, you would be probably be pushing it
if you asked it to update 30 charts with studies and systems every 10
seconds, but you should have no problem doing the same once a minute.
Also, you can easily keep 100 symbols updated with QCollector with a 33k
modem connection, but if you wanted to keep 500 symbols updated in
real-time, you should have something more like cable or DSL.
