Indeed.   "diplomatic efforts" assume that those with whom you
have dialogue have a common principle and ethic at base.  Terrorists
do not.  They are like insects.  And insects know no diplomacy.  They
just keep coming back until they get what they want.

The only "diplomatic efforts" that will have any weight in this matter
is to threaten any country that harbor terrorists with a retribution so
conclusive as to change their way of life irrevocably--as we did with
Japan.

Our leaders should and will, I'm sure, ask calmy, firmly, and even
respectfully for this cooperation and policy alignment.   But this time,
if we do not get the response we need, I believe the resolve is sufficiently
widespread in this country at this time to take whatever action or series
of actions are necessary.   No apologies, just resolve.
