LOWRISK.COM INVESTOR SENTIMENT SURVEY  3 / 28 / 2000

Below are the results of our weekly "Guess the Dow" sentiment
survey. The survey was taken from 3/17 through 3/26 on the
Lowrisk.com web site.   Number of participants: 452

30 day outlook:

49% bullish,  26% previous week
45% bearish,  46% previous week
6% neutral,  28% previous week

Last week our bullish sentiment took a large jump higher. This was
not unexpected, as the Dow gained over 500 points for the week and
was up almost 1200 points over the previous two weeks. The big
surprise was the bearish sentiment, which only dropped 1% to end at
45%. This lack of capitulation by the bears leads us to believe that
the bulls have at least one more good run left.

Another interesting number was our very low neutral reading of 6%.
This is the lowest neutral reading we have seen since we started our
sentiment report in May, 1997. It is also only the third time we
have seen a single digit neutral reading. It seems like most people
have their mind made up about the market. It is worth noting that
both of those previous single digit neutral readings saw the market
consolidate for a couple of weeks after the low reading.
