Hi Dan,
Good idea about the cell phone antenna.
The circuit breaker you are referring to is known as a " Ground Fault 
Interrupter" or GFI, also a very good idea.
Also, you may want to put a cable and electrical outlet near the ceiling for 
your cable. I mounted my monitor across from my desk on a ceiling mount 
similar to what you see at the CBOT or Merc. Also same as most hospitals. You 
can also mount your television on the bracket if you watch CNBC during the 
trading hours.
