Does the inability to test it make it wrong?

Leonardo Da Vinci designed a helicopter that could not be made with the
technology of the time.

Cabbage designed a computer in the 19th century, but despite requesting
machiners to produce work never before seen, he was unable to make his
system of gears work during his lifetime. His son succeeded, using the
technology of a generation later. (It is in the British Science Museum.)

Much of modern medical science did not exist 100 years ago.

Isaac Asimov in his Foundation trilogy postulated the development of
pstchologically predictive mathematics on a macro scale. Maybe he was
not wrong, just early.
