the best thing since sliced bread and then when it doesnt work, they blame

Hi;
I just placed NASDAQ order for 1000 shares of a thinly traded stock that was
2 7/8 @ 3 1/8 10 x10. My order was placed limit 3 (any part day only) and
quickly the screen changed to 3 @ 3 1/8 10 x10. No changes took place until a
single trade for 1000 shares at 3 the bid ask and size remained unchanged.
The trade went to someone else. (!)
Question, isn't there a "que" for order fills? I'd like to know what I did
wrong so as to avoid it next time...
