       Here's one way you might do it assuming you don't have some kind of
software like TS,  can test for you.  I am assuming you can load the quotes
from DBC into a spreadsheet.    Then what I would do is a two step process.
First I would compute the percentage of the close from the low, and if it
exceeded a certain percentage I would put a 1 in a column.   Then you could
vary the percentage until the column of ones say adds up to 10% of the list.
You have now flagged those stocks representing the top 10 percent of the 1200.
You might  do it so you get the top 20 stocks, or whatever.   Once you've down
this change the column of ones from formula's to just numbers, and run a macro
that deletes all rows that don't have a 1 in the column.   Presto whats left
in your spreadsheet is just the stocks you want.     This is really fairly
simple once you set it up.
