I have never known Waterhouse to be unresponsive to a legitimate
customer complaint.


Make certain your complaint reaches : John Chapel...EVP..100 Wall
Street  29th Floor...N.Y., N.Y. 10005....

Make certain you document are your actions and allogations.  John is one
of the best in the business.  If that does get you a full understanding
of what, if anything went wrong....the next step is send a copy of your
documented complaint to an SRO.....the NYSE...NASD....AMEX....CBOE. 
Obviously the NYSE, NASD and AMEX would be proper if it's stock related.
In all fairness make certain your complaint reaches John first....if you
feel the outcome is unjustified then file a copy with the regulators. 
Don't bother to send it to the SEC..that merely slows it down.  Yhey
merely forward it to the correct SRO(with rare exceptions).

Recognize that any complaint...formerly received(in writing)by a
brokerage firm or an SRO has to be resolved.  It can never go unanswered
and there are actually securities guidelines for the promptness of a
response.  Different set of rules for the futures people.
