I also did a search and I found 3 on my machine:
C:\WINDOWS\system32
C:\WINDOWS\$NtServicePackUninstall$
C:\Windows\ServicePackFiles\i386
The description of that DLL is "Application Compatibility Client Library"
and is a Microsoft File, and the file version that I have is 5.1.2600.1106
and dated 06/06/2003.
It is of concern here that there might be a Windows System corruption issue
here. Have you done a thorough anti-virus run?
Do you have WindowsXP?
If so you could go to <Start> <All Programs> <Accessories> <System Tools>
<System Restore> and choose a date exactly to just before the problem
started. You can Undo a last restoration on that menu if it does not work.
You can also create a restore point reference for the future once it does.
