TS-4 on Windows XP Pro

In trying to install TS-4 on Windows XP Pro I keep getting the message
"SSIACT.386 is not loaded",  even though I have the line,
"device=ssiact.386" (without quotes) as the first line in the [386enh]
section of SYSTEM.INI, and the file ssiact.386 is in the c:\windows\system
folder.

Any ideas on why SSIACT.386 is not loading?  Or could this error message be
caused by some other problem?

I would appreciate any help.
