I received the following reply to my inquiry.  In the event that someone
might be curious, I am posting the solution to my problem.

TradeStation 7.1 communicates directly with the SMTP server you specify
to send alert emails to the email address you specify without the need
for confirmation or forwarding. All you need to do is enter the Cox SMTP
server address in the SMTP server field and enter your Cingular phone's
email address in the TO: field. To test whether this works, click the
Test button. An email should appear on your Cingular phone from your Cox
email address. Please let me know if you have any further questions.
