TS 7.1 email alert problem using cell phone

Having no alternative but to upgrade from TS 7.0 to TS 7.1, I am now
experiencing a problem receiving strategy e-mail alerts to my cell
phone.

When I was using TS 7.0 I was able receive strategy e-mail alerts to my
cell phone without any trouble.  Now that I have upgraded to TS7.1,  I
am unable to receive e-mail alerts to my cell phone ( Cingular ).  When
I change the setting to send the e-mail alerts to my computer's e-mail
service, Cox, the e-mail alerts are received..  If anyone has
experienced this problem or knows of a solution, I would sincerely
appreciate the assistance.

I am using the same "SMTP Server name  or IP address" of
MYCINGULAR.NET.  This is the same SMTP that I used in TS 7.0 which was
working before the upgrade.

When I attempt to verify this e-mail setting I receive an error message
stating "Cannot connect to SMTP server.  Please verify that the server
address is correct and that you are authenticated through your ISP
connection"


I might add that I have tried this on two different computers without
any success.
