I believe this was discussed a while back but I can't reference a thread for 
you unfortunately.  But from memory and personal experience, when restarting 
Global Server after a 'bad' shut down, what might appear as 'hanging' is 
really just the Global Server 'doing its job'.  That is, depending on how 
much data you have stored and perhaps other factors, ir may take a very long 
time for the reinitialization process to complete.  In my case, a bad shut 
down means that on restart, it will take  approx. 25 minutes for Global 
Server to come on line.  Others spoke of longer times , up to an hour or more 
if I recall correctly.
