Strange error message in TS2000i

Trying to reformat a symbol whose data resides in a .csv file in a 3rd
party directory, TS2000i gives me an error message:

C:\Program Files\Java Web Start\resources\MESSAGES.PRO
Unable to open file.

Huh?  Why is TS wanting a file in some other program files directory? 
Also, my data isn't in the C drive, it's on a directory in the D drive.

If I cancel the dialog box, TS2000i seems to continue OK as if nothing
happened.

Any ideas what's going on?  I have no live data feed.  I'm running TS on
Windows XP Pro (freshly installed on a new drive as of 2 weeks ago).
