I went through the process recently. Painful, as usual. I found the
dynastore info very useful. Safekey's website also has some useful
info about the dongle. Although the dynastore instructions seem to
say that you must enter:
[386Enh]
device=ssiact.386
SSI_LPT=1
in the system.ini file, I didn't get the dongle recognized reliably
until I removed those lines.
Below is info from the Olist that was very useful - installation
order. My CD was version 16, so I installed that first and then
updated to 18, 21 and 27. Also, I use the offline server and I had
trouble getting that to work. I finally copied the shortcut I
had been using for years on the old PC onto the new one and got it to
work. Beware - if you install TS into a different directory on the
new PC you'll need to update all embedded references to your new
directory structure.
After completing all the installations and getting the dongle
recognized, I then copied whatever settings I wanted to preserve from
my old PC (W95) to my new PC (XP) (ELAs, server symbols, etc). BTW,
the holidays settings are in universe.mdb. That will save reentering
all the holidays for the last several years.
If it had only taken me a whole day to get TS working again on my new
PC I would have been a happy camper. Good luck to you.

As you noted, the correct order for the installation is 18, 21, 27. You
can skip the others.
