0) recheck the power and cable connections.
1) check to see if the drive spins up at power on.
2) reboot go into the bios and ask it to detect the IDE devices and make
sure that the BIOS recognizes the drive and that it has the expected
capacity and cyl/head/sector info.
3) download the manufacturers' test/setup utility. Follow their
instructions, copy it to a bootable floppy, reboot, run the non-destructive
tests, assuming it has them. Ask it to give you info. on the drive's
partitions, etc. and see if it all makes sense. This will tell you if the
disk can be read and has proper control info.
4) alternatively, run a bootable floppy, and try FDISK. Be VERY CAREFUL and
just ask it to list the partitions and such.

Once you have some of this info. in hand it'll be easier to decide what to
do next.
