I don't know what would cause it except maybe you are out of disk space, or
something along those lines.
You may also try running Error Checking off from the HD properties menu (get
it by right clicking on the C:\ drive in Win Explorer and choose properties.
This would help if you are getting disk errors as the process is trying to
run. You may need to reboot in order for this to run (it is required on my
system anyway)
I would suggest running a manual Morning Update (Cleanup) session from TS4
and take note of any error messages (if any) which are reported. Perhaps
even send an email to Omega's tech support and see if you can get anything
from them.

My TS4 (on Win 2000) has stopped building 5 min files. I tried deleting the
dat and idx file and rebuilding...it creates the files, but does not rebuild
data as it should manually or with morning update. Anyone have a suggestion
short of reinstalling everything?
