tick musings

have noticed that the nyse "tick" is usually negative - even when the
market goes up. 

I suppose in this case they're doing numerous small sales and fewer - but
much larger buys???

Then when the tick does manage to go positive it acts "overbought". Just
wondering about the mechanism involved. Market maker stuff?? Random cosmic
rays?
