fractal

Hi,
Would somebody know how to program a fractal in EL?  It is where one or more
price bars is either higher or lower than 2 price bars on each side.  A up
fractile would have a higher high than the 2 bars before and after and an
down fractile would have a lower low than 2 bars before and after.
