Maybe this is not a good idea rather see people take care of the spamming
via software etc...
On this list we do just fine without the help of any laws.

RICHMOND, Va. (Reuters) - Lawmakers in Virginia, home to America
Online Inc., the nation's largest Internet service provider, adopted
legislation Tuesday that would make it a crime to send mass,
unsolicited electronic mailings - or spam - on the Internet. The
bill, which Gov. James Gilmore has promised to sign, would make
Virginia the first state in the nation to have the power to
criminally prosecute people accused of spamming. The measure would
have far-reaching implications because about half of the nation's
Internet infrastructure is routed through the state. See
