The Open Group is a worldwide, member driven, "standards" group.  It 
was formed a few years ago from a combination of The Open Software
Foundation and X/Open.  Their management working group is addressing 
this among other software management issues.  See (I think)

I am pretty sure the most widely used commercial product is FLEXlm.
