DLL to read Downloader data

I'm looking for a utility(DLL) that contains functions I could call to
read the end-of-day data I download from other applications such as
Visual Basic or PowerBuilder. I am not a C++ expert so I would not want
to invest a lot of time in developing the DLL especially if such utility
is already available.

Any suggestions?
