I have had seen a couple of issues cause this:
1. Monitor extension cables -- even "monster cables" or monitor switch
boxes
2. The win 95 setting for the monitor can do it also -- try switching from
the actual monitor hardware setting to "generic" 1280/800
3. I am currently using a monitor splitter device that causes a periodic
slight flicker on a digital monitor at hi res, but not on a 5 yr old
non-digital.
