For Windows 95 & 98 the cpu always runs at 100%. However, NT uses the
HLT command. The link below is to a site with info about a program
called CpuIdle.
"CpuIdle, runs a HLT command in an idle-priority thread under
Windows95 & 98. This allows modern microprocessors like Intel P5/
P5 MMX/ PPro/ PII, AMD K5/ K6/ K6-2 or Cyrix M1/ M2 to save

I have used CpuIdle for several months with no problems.
Although I run my computer 24x7, I run TS4 only when the markets
that I follow are open.
