I'm not familiar with NT, but I've had no problems running under Win-95 on a
266 P-II MMX clone (Cyrix).  The 100% CPU deal does not seem to be an issue.  
       
During the Market, I run TS & its Server, an internet cable link, at least 3
IE-4.01 browsers, e-mail, and occasionally IRC, Word-97 or Excel, sometimes
a Usenet reader and a couple of DOS Windows without problems. No crashes or
diminished performance unless I do something stupid in one of the DOS
windows which can occasionally lock the system if TS flashes an alert while
I'm playing around in DOS.  
      
I also monitor the number of file-selectors that Win-95 is using, to make
sure that it doesn't run into the danger zone.  I've found that it is
important to have enough Ram to support all this-- I jumped from a basic
32Meg to 96Meg and improved performance dramatically.
