I haven't seen this problem so these are only stabs in the dark. It sounds
like the 16 bit subsystem is missing for some reason.
Try going to Start/Programs/Administrative Tools/Event Viewer. This is a
log of the system, applications, etc. Under the Log menu item there are 3
different logs that can be viewed: System, Security, Applications. Look in
particular at the System log for items flagged in red. Do the same for the
Applications log. There may be hints. Many of the items in these logs are
harmless.
If you haven't already done so, you might reinstall NT (as an upgrade so
nothing is destroyed) and then any service packs (SP3 is highly recommended
if you're not using it).
Make a disk backup before you do anything!!!
