Try starting another 16 bit app. If it won't start then the NTVDM (16bit virtual
machine) may have gotten trashed. Try rebooting NT and then try starting another
16bit app. Then try reinstalling SP3. I hesitate to recommend restoring from
back or reinstalling NT as anything other than last resort.
