Unable to open file error

I am trying to run an optimization of a system I've written. This system
writes out to a file as it goes along so I can check the program is running
properly. I am using Win95 and TS 4.0 build 21 and I keep getting the
following error. 

Unable to Open File

TradeStation is unable to open the selected file. This may be caused by an
invalid filename or directory name, or by too few file handles. To correct
this error, ensure you are using the correct path and filename for the file
you want to open and re-attempt the operation. If that fails, you can
attempt to free-up file handles by exiting all applications other than
TradeStation and re-attempting the operation. If that fails, exit
TradeStation and Windows and reboot your computer, then restart Windows and
TradeStation and attempt the operation again. If that fails, you may need
to increase the number of file handles on your system by editing your
CONFIG.SYS file to ensure the FILES= setting reads FILES=80. For
information on editing the CONFIG.SYS file, please refer to your MS-DOS
Users Manual.

I have done what it says in the help above but still dies after about
2hours of running.

Any help would be appreciated.
