BMI and Signal trading data is not modulated on cable TV carrier sidebands.
It is transmitted as binary data in an otherwise blank horizontal line that
lasts 54 microseconds and that is sent every 1/60 of a second during the
vertical retrace interval. It would be possible for local cable TV
companies to continue sending trading data during local commercials, but it
would require expensive, professional equipment they don't otherwise need.
I am sure the number of cable TV subscribers who receive trading data is far
too small to justify the expense.
