Actually, DBC has local insertion equipment which costs about $1500, 
maybe less by now. The bigger problem is the lack of incentive to the 
cable operator. A few DBC subscribers spread throughout their system 
don't attract much bottom line enthusiasm. Even in NYC, the numbers 
are meaningless to the cable operator.
