This happens to me all the time.
I am not a computer specialist, but seemed to me that this is the
windows temporary folder where changes in the desktop arrangements or
which programs you are using are backed up continuously. If you have
a crash, than this file get corrupted, obviously.
Please, correct me if I am wrong.
