Nicholas,

I have my meter under system tools.  When I double click it, the meter is
on the system tray at the bottom of the screen, next to the icon for the
sound and the clock.  From that position, I can simply place the cursor
over the meter and I will momentarily get the reading.  If I click
"Details" I will get the full screen as you described.
