I don't know if this answers your ? or not but:

"Netscape 4.0 Users: Unfortunately, Netscape 4.0 no longer recognizes
the download format as one that should be saved to disk by default. A
workaround to this problem is available. Select ``Preferences'' in the
``Edit'' menu then choose ``Applications'' under ``Navigator''. Now
scroll through the list to find ``Microsoft Excel Comma Separated
Values File''. Click the ``Edit'' button and change the ``MIME Type''
field (which should be blank) to read application/octet-stream. These
instructions apply to the Windows version of Netscape; other versions
may vary slightly."
