This is controlled by your TCP parameters. If I recall correctly, look
in your system folder under "Internet", and there should be some sort of
"attempt to autoconnect" type setting there. It may also be in your
Dial Up Networking properties. It's hard to find, but it's there.
Your mail client may (or may not) also have some sort of "attempt to
launch dial up networking automatically" type setting. VERY FEW, but a
few well-behaved TCP clients on windows do have this.
