If you haven't already tried the following, perhaps the following helps:
a)  get into Outlook Express
b)  menu bar -- tools, options, dial up
c)  if you select "do not dial a connection", then you must make sure you
are already connected to the internet
d)  there are some check boxes below providing additional options.
