First, I presume it is caused by the in OE5beta2 build-in JAVA search engine:
AutoSearch Feature for URLs - "Searching message for hyperlinks......."
which will auto search for weblinks and when found auto-connect OE via DUN
to the ISP on the following #1 occaission:
1. If a HTML message is being received and in that mail are the 'for us' hidden
instructions embedded to auto link to a web-address, like when a web-page
is being attached to mail/being used as stationairy's wallpaper, then the DUN
will automatically be called upon.
2. If a plain TXT message is being received then it cannot have such an instructions
embedded as plain text mails cannot contain executable instructions and it will
"only" continue searching for these links.
Also this searching (upon "Complete xx %") will annoyingly slow down badly any
of the further actions taken within the program, like wanting to go to and read the
next (new) message, it will then take ages before this new message is even
selected let alone being displayed in the View-window.
The fabulous Windows95/98 feature of Multi-Tasking does not at all work properly
in this when working in OE5beta2.
The AutoSearch Feature for URLs can be switch off by right clicking the IE5beta's
link on the desktop for the Properties|AdvancedTAB and then Browser. However,
(since this is a beta release?), there you will only find the AutoComplete's xxxx
switches to be available to be flagged (on/off) and NOT the AutoSearch for URLs
or its auto connect to ISP when URLs are found.
So this has got me beat also.

Sixth, following is taken(as temp workarounds) from the msoe.txt file found in
the Outlook Express main folder - Part 5: TIPS AND TRICKS
- To hang up, choose Work Offline from the File menu and click Yes when asked
if you want to hang up. This will have you stay Offline for the rest of this session.
- To disable the "Connect automatically" behavior for any of your dial-up accounts,
click Cancel while connecting to the account. This will bring up the Dial-up
Connection window and allow you to uncheck the "Connect automatically" option.

OE is indeed painfully slow when opening large messages. This is because it is
scanning the text to identify hyperlinks.
This has been speeded up in later private beta versions, so I'm sure you will not
see the delay in the final version.
BTW, if you wait until the hyperlink search is finished, scrolling should be normal.
