Values of +95 and -95 are its Extremes.
Find it to be a "true strength stochastics momentum indicator"(TSSMI).
Plot it on a weekly chart and you'll even see more what I mean by that TSSMI.
Have made a MODified version of it to suite my needs
(also used in the attached AEX.gif):
