Regarding 2) operating system does NOT influence raw execution speed of applications,
at least not to that degree. The difference may be if application relies on system components
like DirectX to do its job (i.e. GAMES), or .NET  or Java,
but business application running native machine code like AmiBroker
once it gets the processor, it runs at full CPU speed regardless of operating system.
The only influence may be file access.
All in all, AmiBroker runs at exactly the same speed on Vista as on XP.

A few personal thoughts:
1.  The 2.93GHz costs $470 more than 2.66.  I doubt that very many of us can tell the difference without a stopwatch.

2.  I don't know about running AB, but in many published speed tests, Vista64 takes about 50% longer than XP64.
