Hello,
This is mainly there because there was a stream of very
cosmetic things suggested that can be easily
worked around or implemented as AFL, or already existing
features or duplicates of already suggested things.
For example newbies had tendency to log in immediatelly after
purchase and fill dozen of suggestions
of features that already exist in the software, simply by lack
of in-depth familiarity with the program.
And then I needed to spend time marking them as
duplicates or already existing.
So the top page text is designed to make sure that submission
is well-thought, not "impulse" thing.
The text mentioned was also added because some people were
expecting "next week" implementation
for their suggestions.
If you, however, have really bright idea for significant
(not cosmetic) improvement then you are welcome to
submit it.
The suggestions are implemented not in chronological order nor
in "most discussed" order.
They are taken as a "starting point" for creative process
therefore they are implemented in
(from your point of view) random order. But for me it is the
order of creative process.
I prefer suggestions describing the goal than those very
technical ("add button for X"), as goal-oriented suggestions allow
better fit into design and look&feel, than technical,
because technical suggestions are
very "subjective", have limited scope of application and
rarely follow the concept and feel of the
program.
As you noticed the usual practice for the beta is to implement
more or less 10 features or fixes per 0.01 version.
So each major upgrade has more or less 100 new features
or fixes. And there are at most 3 major upgrades (30 betas)
per year.
The open suggestion list on the other hand has 1000+
items. With 300 items per year, it takes about 3 years to go
through
1000 suggestions.
So the text above is not to discourage all suggestions, but
rather to make sure that everyone understands
limitations of the development process and make your
expectations realistic.

Someone has to write the suggestions and look for support of the
discussions or nothing will happen if it does not happen right away. A

fixes by TJ last year through this process, and others were left for later
consideration. If the ones left over are not on
the suggestions list, then they may be lost and forgotten when TJ
goes looking through the list for the next thing to do.
