I Googled H.R. 384, and end up with here:

I believe that the last link is the bill that passed the House on 1/21/09.

I see no mention of "Recoupment" anywhere.  There is a Title VIII, but it refers only to CitiGroup.

Hopefully someone who knows there way around the US government better than I, can find out more.
