Good point, Carl.  PhpBB3 allows granting of moderator privs, and
there is nothing that a good moderator or 3 couldn't take care of.

Similar to posting privs to the UKB, moderator privs to a new AB
Community Forum could be (and should be, IMO) granted to 1 or more
helpful volunteers as willingness, ability, and temperment are
demonstrated.  

Ideally, TJ would be able to see the ABCF operate with minimal drain
on his own limited time.
