I notice that using the wordpress admin, I wasnt able to upload any kind of file at all, not even any media files.
I subsequently used window live writer to sucessfully upload a zipped file. Can you take a look at your server please?

Just to take sure it is not a problem on my end, can you try to upload a "safe" file through wordpress site admin and tell me if it is successful.

Hello,

You can upload only "SAFE" files (no .EXE, .DLL, ..PHP, .DHTML or any kind of binary or script or other
content that may cause either client-side or server side execution).
If you need to upload such files, you need to ZIP them first and upload as ZIP.
