I think the first question is who are you trying to protect it from?

If it's just someone accessing your computer, then you could use the
drive and folder encryption already built into Windows. If it's backup
copies on CD or wherever, use WinZip with a password (which is
encryption again).

Note though that no method is foolproof against someone with the
knowledge and determination to do it. DLLs aren't that hard to reverse
engineer, and even drive encryption can be beaten if someone wants to
go to extreme measures:
