Your description "price close outside the band
and next bar close inside the band" translates to the following
two conditions for top and bottom:
topcond = c < bbbandtop and ref(c,
-1) > bbbandtop;
and
botcond = c > bbbandbot and ref(c, -1) <
bbbandbot;
