I don't know what values you're trying to use for rate of change and the
moving average, but the AFL code would be something like this (using closing
prices for 14 periods and a 10 period MA):

 

dROC = ROC(C,14);

dmaROC = MA(dROC,10);

Buy = Cross(dROC, dmaROC);    // ROC crosses up its ma

Short = Cross(dmaROC, dROC);  // ROC crosses down its ma
