Actually, I did dig up some news on this last night.  NEC had
announced some time ago an additional share offering equivalent to
about 11 percent of equity.  I knew that, and the stock did not react
initially to that news very much at all -- a short quick drop on the
open, the day of the news, but that was the place to buy . . . at
least until this week. It seems this activity is related to the
offering price of the new shares being set.  So that would pretty
much explain this case, anyway.
