No this is not fixed and figures I gave are approximate.
AmiBroker simply calls PeekMessage() WINAPI function when
moving from one symbol to another to process outstanding
Windows messages - this forces task switching.

AB can consume from 1% upto 99%.

It is just dynamic, depends on kind and number of other
applications running, how heavy processing other apps do, etc, etc,
and it is entirely controlled by Windows itself.
