are 
chart windows 1 and 2 both using the built-in price chart or does one use a 
custom indicator of price?
 
I just 
tried it here on 4 charts with built-in price and it seems to work on charts 
created with "New" , but not on charts created with "Clone" though I needed 
to click the chart to force the arrows to plot....

buy/sell criteria is based on bars of data perhaps the criteria is simply not 
being met in the different time frame. Consider this... a 50 dma cross over 
takes a minimum of 50 bars of data to calculate That cross may occur on 50 
1 minute bars at point "A" but  the same cross on 50 hour bars may not 
occur at all....
